I didn't pick up on the 15% figure in the article. The percentage usually bandied about is 10%. The article is all over the map though, sometimes talking about the likelihood of paternity fraud in a single instance and sometimes about the likelihood of it happening over x generations.
If you want to understand better why this is the case, and assuming you haven't already, you should investigate a newish field called evolutionarry psychology. Cuckolding, which should really be called paternity fraud in humans, is probably THE biggest issue facing male animals, including homo sapiens. The "reason" a women would cheat on a regular partner (eg husband) is that she is always able to fuck a "better" man than the best one she can marry. Always. No matter how good his game is, or how alpha he is etc. There will always be a bigger dog. It's nothing to do with her specifically, or with her partner. It just comes with the teritory of being a young (and therefore fertile) female.
Personally I think that 10% average paternity fraud in humans usually mentioned is a bit high. Especiay considering modern birth-control techniques. But interestingly the few women I have actually discussed this with usually nod their heads and say 10% is completely believable to them. Though I must say that the sample size is quite small and I only discuss this with women I am not interested in, typically older women who usually have their own families.

with American women it is more like 1 in 2, or 50%.
