Yeah, I'm also surprised about St.Petersburg and Moscow.
Nr 12 and nr 15. How can thesecities be rated cheaper than example Tallin and Berlin?

The OP's link seems to rank cities based on what a "Backpacker" would pay for only a limited range of good and services. If you rank based on what a long-term visitor or an expat would pay, I am sure the list would change dramatically. (i.e. Moscow being much more expensive)
