Hard to accurately judge that ass.
First off, obviously, would bang. Let's not misconstrue this as me picking her apart. She's got a reasonably fit body. Some noticeable back fat but nothing egregiously out-of-shape.
That second pic, the one not in the parking lot, it looks like it's just a bad angle, and on top of that she's in mid-step and not posing for the pic. But, there's a disconcerting lack of ass cleavage, and an even more disconcerting flat crease at the bottom of her right buttock, lacking the curvature of a well-toned ass. It seems like there's irrefutable evidence that her ass is a little flabbier than it should be for a girl her age.
This might put her in the category of "lucky girl with good genes and high metabolism that doesn't workout or maintain".
An even greater factor working against her is the fact that she's wearing heels; those heels should be flexing her legs and ass, giving her ass maximum perkiness. If that's the best her ass can look in heels, that means it looks worse when she's barefooted.
Based on presented evidence and to summarize: I think we can conclude that this girl does indeed need to hit some squats and lunges and lay off the keg-stands.
