So a couple of weeks ago in downtown Hartford, CT, a new business venture started up. I've been watching it day by day and to my "astonishment", the clientele has been almost entirely the same class of people. Any guess as to who it might be?

Oh Hartford, CT. The city I lived in for a year and went out in twice. Total shithole. I spend almost every weekend in NYC, NJ, or Cape Cod.
As for the new business venture pictured above, it'll do well as more office rats spread the news of its arrival. Then, the smart ones will step on the scale and realize the guilty pleasure has to stop and the rest will find other means (cheaper/easier to access, aka bake them at home and bring them to work).
What's next on the Cupcake Brake's tour? Springfield? Providence? If the owner's smart, he'll get in, do his damage, and move on to the next feeding ground.
