Maybe things have changed, but I doubt it. They are strict about mobile phones and most people there for a short time just rent a phone or pay the $60. You will find that $60 is pocket change in Tokyo. Cakes at Isetan cost that much.....
Go to the Japanese tourist centre ASAP. They are very helpful and can actually set you up with decent business hotels (Japanese style) for as cheap as $60-80. These are the best way to go. Capsule is an experience, but its more for missed trains and such (Manga cafes are good for missed trains as well).
If I was you I would head down to Shonan (around Kamakura) and Enoshima and hit the beach. Must be hot as balls there now and the beach bars will have some people hanging out surfing. There are a lot of surfers that spend time in Indo and Australia and can speak a bit of english and bonus is that a lot of the girls on the beach are more open to fun. The beach promanade is all love hotels too, if thats any indication of what goes on there. Buddies from Fuji used to rent a beach house here for the summer and I would time a trip there for the kickoff. Man it got debaucherous at times.
