Well nice that for a change some cities that are not capitals have been chosen, I mean for example one could be forgiven for thinking that Ukraine is an expensive country because of the very high property prices in Kiev

I disagree with that list...Warsaw, Poland and Riga, Latvia are not cheap cities to visit, especially the latter in the summer time. Alcohol prices at some of the clubs I went to were almost the same as in Washington, DC.
I think the writers of that article must have lived in some "dump hostel" in the Russian part of Riga and survived off of water and dumplings to claim Daily Backpacker Index of 14.60 Latvian lats/day.

Yeah, but then again you are from Lithuania, most places seem expensive compared to there. I can't say about Warsaw, but in Krakow I found the prices very cheap for food and drink
