Just don't wear khakis.
If you wear a sharp pair of trousers that fit like a glove, and a sharp, stylish pair of shoes (as a rule of thumb, good shoes will run about $200, minimum), and a shirt that fits, and, assuming you aren't a fat-ass, you're going to look great. Thus a jacket and tie will be entirely unnecessary.
I find I have to buy my button down shirts in slim-fit just to look normal. Apparently in America being in the healthy weight range for your height is considered slim. Many of my casual shirts are "small" even though I am 6' and about 165. Amazing.
H&M has good slim fit dress shirts.

no tie nor jacket, just nice set of trousers, shoes and a good well fitted shirt.

Idk in my experience, H&M gears toward more trendy and young. Even at 19 I get my dress shirts from brooks brother. They are more pricey but the quality and feel of the dress shirts is much better. Besides that, the shirts at H&M lack in variety.

Yeah I went to H&M last week and the quality and variety wasn't really what I was looking for.
They had good bar and club shirts though.
