Thank you for the Messages, I have narrowed the undeveloped countries list to:
Cambodia
Laos
Philippines
Vietnam
All are <5,000 GDP PPP/capita.
Which is better to live in, long term?
prettiest girls? easiest language to learn?

no, I'd learn tagalog or cebuano if I went there
unfortunately, both Phils and Viet are fast growing economies...but they do tend to have prettier girls than Laos or Cambodia.
Can anyone who has visited all 4 say which has the best girls in terms of appearance, personality, etc?

Easiest language to learn would be Tagalog by far. Lao the hardest.
The Philippines has better average girls. The top tier of Laos/Cambodia women will be a lot prettier than the top tier Filipinas though. I think in general the Philippines also has less pure gold diggers and more sweet 'normal' girls to date.
Vietnam is not very exciting. Bad nightlife. Generally more educated people than the other countries on the list. They're interested in Westerners, but the ones who speak English tend to be a bit on the fat side (anyone else noticed this?
You wanna stay long term. Do you intend to find a girlfriend? It's much more difficult to share an emotional connection with Laotians/Khmers (basically another planet) and Vietnamese (Chinese influence) than with the Westernized Filipinas.

If we're really talking living in the country and farming/fishing/being the local doctor, I would think Philippines just because they're very in to westerners and speak the best english. I could see things just going horribly wrong in the sticks in the other places. Then again, they're buddhist in the other ones, which in theory means tolerance and peace unless you overstep ( and then it means machetes). Phils also has kidnapping, not in the other places from what I hear.
In terms of appearance + personality: for me Vietnam, but then in all the places I've been I never hung out in villages with rural locals. I dunno if anyone here has much to say on girls out in the true subsistence-living areas.

I was in the 'true subsistence-living areas' with local friends in Vietnam. I think he will be better off in the cities, as in the countryside people didn't seem as impressed with my white skin as the urbanites were. Strange. Maybe they're just more reserved in the backward little villages.

Why is Indonesia not on the list?
Indonesia is the 4th most populated country on earth. Bahasa indonesia is one of the easiest languages to learn. It was made as simple as possible so that when indonesia became an independent country they could bring all the islands into one common language. Now almost 100% of indonesia can communicate in Bahasa which means it is also one of the most used languages in the world simply because of the population size.
The people of indonesia are very hospitable and if you want an under developed county this is it. You can still get the basics need you want but it is a long ways away from say thailand in development. I had an overall very good experience their. I found the girls to be good looking but when you get to some smaller areas the muslim conservatism can make it a bit more difficult. I had no problems in Jakarta with that. You are going to find fewer foreigners (outside of Bali) compared to other SE asian countries.
The next option would be the philippines like everyone else has mentioned. You can learn Tagalog but in all honesty you may find it not worth the effort since so many people can speak english.
I would disagree with what @MountainLion said that the top tier girls in Laos and Cambodia where better than the Philippines. When I lived in Manila I dated some really hot filipinas. Some of them where half american and half filipino where the dad was in the military and the mom was a local. I love the mixed girls.
Having been to every SE asian country, choosing from your criteria it would be between the Philippines and Indonesia.

I will say that the more undeveloped the country the longer time it takes before it is ruined. In my 50´s you might see me in a 3rd tier city in the Philippines or in Laos with a skinny little 19 yr old

What about Myanmar? I dated a couple Burmese stunners in Singapore (granted, if they were in Singapore before the 'opening' of the country, they must have been from among the richer urban population) and I can say they were the prettiest SEA girls I've ever seen. Made me believe Myanmar must be the Ukraine or Iran of SEA.
Very conservative though. A nightmare to get into their pants.
