Probably because of abysmal fertility rates. The EU average is something like 1.5, the FSU is even less.

Low fertility rates, shorter life expectancy compared to WE, no immigration and massive emigration. For example, there was ~3.5mln. citizens in Lithuania 2001, now - ~2.8mln.. more than 20[Image: exclamation.gif] percent decrease in just 10 years. The emigration rates are still about 1-2 percent of total population every year. I think the similar situation is with these cities/countries although not so extreme. FSU is the fastest shirking region in the world, idk whats so strange seeing FSU cities in that list.

Well it's not rocket science, Eastern Europe is worse off than a lot of African and Asian countries these days - they're getting the hell out of dodge.
