How Does a Forum hits it off?

I am planning on launching a forum for a website I am currently in the making, in a very specific niche.

From personal experience, everytime I visit a forum and I see its not very active/has not much content, I end up leaving. How is then a forum supposed to start and grow?

I would love to hear Roosh's input when this forum was just starting out, as well as other member's experience launching and maintaining a forum.

What's the magic for people to start discussing? How do you appeal forum registration to them when there are not many members yet?

When reddit was starting, its founders created accounts and posted a lot of content. Sounds like a lot of work, but I think it's a fair shot. As you said, empt forums are not appealing.
