I did spend a few hours at the unniversities, but not looking for events/classes. That is on my to do list...

So how are the blackouts? Nothing on earth do I hate as much as that. If they have even 1 a week Im not going.

If you are in the tourist or upper class neighborhoods they are not frequent. Maybe once a month for 30 minutes.

In the regular areas/poor suburbs they can be daily for hours sometimes. Generally not an issue in the city centers of bigger cities.
