What that will do is keep you from placing phone calls and texts through a service provider.

There are apps that let you do the same thing though free wireless hotspots, avoiding having a service provider at all. You'll still be able to watch videos, read email, and do anything else that a laptop does. Not that big of a barrier, really.

Is this block in effect internationally? I could see phones just being shipped overseas for resale.

Also at least for some phones their IMEI could be changed (through hacking).
