Depends on the situation relating to the murder. Some yes, some no. Mainly towards rapists and child molesters, I feel they are the lowest form of person possible. For murder, it would depend upon the case. I can see a case for leniency for a murderer, I can not for a rapist or child molester.

I'd be a little careful about attributing to "Africa" what might be happening in specific countries. Because rape is out of control in S. Africa doesn't mean it is in Ghana or Mali(which are both rather safe for visitors).

I don't think Rio is talking about killing some guy accused of rape at a frat party or something. Never in a situation of her word vs his word. I think he is talking about guys who kidnap little girls and rape/torture them. Those guys should be killed. Even if they don't kill the little girl. Those guys are sick and beyond rehabilitation.
