I have already answered it many times.Poland for inside the EU,Ukraine and Russia for outside the EU.You have first to decide if you are going to stay inside or outside because these are two very different options.
The question comes down to how much you are ready to leave standard western comforts,be eligible to scams,maybe spend more to have a shot at better looking women.It depends on the risk you are willing to take.
For a person willing to take risks I advise outside EU.For a conservatively oriented person I advise hunting inside EU.

Wrong. I have seen and heard of more scams in EU cities like Budapest, Prague, and Krakow than In Ukraine for example.

To put it otherwise inside EU low risk,not much spending low rewards.Outside EU high risk,more spending higher rewards.
Also in western Ukraine people are relatively honest due to former Austrohungarian rule and European influence.The situation is very different in Kiev where more tourists come.Tourists naturally attract scammers.

As for prices you have to pay more for the same things in Ukraine.For example an Armani suit will cost in Ukraine 40% more than in the West.It is the same with all items.Some have extremely high prices(due to high customs tax) like olive oil for example which is hardly used for this reason.
Also to have comforts which in the West are taken for granted(real 4 star hotel by western standards) you have to pay almost double the price than you use in the West.The reason is the lack of developed middle class to drive the prices down so you have to pay the prices the rich people of the country pay to achieve the same comfort that middle class people of the West have.
