Sin City would not be my first recommendation for a foreigner visiting Sofia. Golddigers, local mobsters, expensive (by local standards). Yeah, there are many hot girls but as Deb noted they are not just out to have fun, they have their agendas. If you got what they are looking for - great, you'll score. But if you are just a transient looking for some fun, look elsewhere.
The good thing about this city is that the downtown is fairly small and walkable and you can hit 10 bars/clubs on one night in search of the one that has the hotties on just that particular night. This is highly fluid, as the fashionable places get in and out of vogue sometimes just in a matter of months.

Does anyone know if people are going out in Krakow right now or is it to cold? I keep reading about people dying because of the cold all across Europe and pictures of cities frozen over. I'm starting to think of just staying home. Any info would be great.

Sure, but I didn't hit Bulgaria hard.
I just remember Sofia being a place I would like to spend any extended period of time. A lot of gypsies, dogs, I didn't like the people very much, very grim-faced and unfriendly.
The only good thing for me was the food(big shashlik kebabs)
Went to Plovdiv as well, which is quite nice for one day, there are some roman ruins.
Perhaps the coast is a different altogether as there are more foreigners there

If it's summer, definitely head out straight to the beach. There are data sheets on Bulgaria that cover a few of the larger cities and resorts.
