In terms of most available, I would have to say that PHP wins in that category. I have not seen a Linux/Unix based web hosting service (which makes ups 95%+ of all of the web hosting services) that does not have PHP available in the past 3-5 years. Perl is probably almost as popular, simply because of legacy issues and the fact that virtually EVERY unix variant has Perl on it. Python would be next, followed by Ruby.
If you are administering your own server, you can install any of these languages on it, though.

My suggestion would be to start at the begining. Learn HTML/CSS, then transition to PHP. w3schools.com seems to be popular among newbies. I learned to code in school, work and from books so I have never really used that site, though.
