I've noticed this too with kids. Some of them just have natural charisma, charm, and are fun to be around. It could be genetics, environment, or both.
I think social skills and and out-going personality can be inherited. Of course, some of us were born into environments that helped developed our game. If you are really lucky, you are born with great genetics (looks, personality) and also into an environment that encourages and develops your game.
Some are not so lucky, and they really have to work hard and focus on correcting weaknesses.
