I wouldn't know whether H or D has a lower cost of living, but if Dallas is in fact cheaper it is because it is smaller and has a lot less going on (not just talking about nightlife). Everyone I've ever met who has lived in both cities prefers Houston.

Average temp in Dallas is 64 degrees.
Average temp in Houston is 69 degrees.

Dallas has a lower unemployment rate, higher rate of job growth, and significantly better overall Forbes "best place for business and career" ranking. That being said, if you were in the energy sector, then you'd clearly go to H-Town.
