They are leaving the country because there is no money to be made there, which would mean the country is poor.

It is literally impossible to read that passage and then reach the conclusion that you cited. The passage expressly states that Hungarian workers are leaving "in search of higher wages abroad." It says nothing about Hungarians leaving the country because they are poor. They just want a better life.
