Definitely go sooner than later. I think the smoking ban is supposed to be implemented fully no later than April of next year. Already many places don't allow it. Smoking is banned on the street in Toshima City for instance and a fineable offense in Chiyoda/Akihabara (home of the imperial palace and a shrine for anime weeaboos).
If there is any good news, it's that one-man operations such as the bars in Golden Gai will have the choice of whether or not their customers are allowed to smoke inside.
