Depends if you're supposed to be busy or if they know you've got nothing to do and are OK with it. If the latter, take advantage of the time to do something, anything useful. Read a good book, study, research your next travel destination, whatever. If you are supposed to be work but have nothing to do yeah, that sucks. Pretending to work is much harder than actual work.
