OP what kinds of girls are you lookin to target?
SanMo/Venice/WeHo - mostly white girls
Hollywood proper - kinda mixed. Hollywood Blvd has lately gotten a bit ghetto but there's still good spots on Cahuenga and thereabouts.
Downtown LA - Latinas and Asians for the most part.
Manhattan Beach - white girls, but the scene there is small, skews a bit older and is very cliqueish. You might have a hard time breaking in.
Hermosa Beach - mixed, a bit of everything especially on the weekends
Los Feliz/Echo Part/Silverlake - hipsters, mostly white but some other ethnicities as well.
Don't know much about OC but LA county offers a bigger variety of interesting neighborhoods to choose from for sure. Additionally if you get bored of where you live the other areas aren't terribly hard to get to. So I'd suggest LA over OC for those reasons.
