Most of the OFWs are doing jobs without degrees. Domestic helpers. Nannies. Like you say, waiters. Bartenders. Baristas. Where I am there is a Filipino community. Most of them are dirt poor and uneducated, most of the OFWs don't have a high level education.

I hear what you're saying though the salaries are low for qualified degree level work, that's of course true.

So yes, I think the USA are to blame for much of the chaos we saw and still see in the Philippines, but of course there seems to be a natural affinity for lies and lack of work in the country, that's undeniable too. It's a bit of both.

I guess they could have left the Japanese there.
