I see it pretty often, especially with girls aged 18-20. My friend and I will be in bars, with money to spend, clothes, physique, know everybody, decent game, but the best girl in the place is already with a completely average guy either because he had the access to her (could be social circle, Uni, work, etc.), or he just got there first.
