The elites have many other control mechanisms in place, especially fiat money system and central banks, so I do not think that they really need eugenics yet. The biggest threat to elites are other elites: the biggest enemy of the Roman Senate was Ceasar, not Roman populus.

On the other hand, certainly Huxley's "The brave, new, world" is a world shapen by eugenics (different social castes), even though the book's modern reception concentrated more on the "soma". One more proof that we tend to see everything through the lenses of our actual living experience; the soma being read as a good approximation of the modern feel-good pills & media brainwashed society. Coming back to Huxley, it is interesting where he got his idea of those Alfa, Beta, Gamma, Delta peoples. From his family?
The important point is that the Brave, New World eugenics is the downsizing eugenics: people are not being improved, but rather artificially taken down, except for Alphas, who stay just as as they are.
