When a man is inexperienced he should go for quality and quantity. The reason is, in order to achieve advanced game and advanced understanding of oneself, man has to learn through experiences.
In terms of "high quality" women and even "high quality" men, there simply isn't a high enough supply of both of them, especially in 2018 with our current cultural climate in west. However there is a high demand for quality women and men. Hence why, if a man is shooting only for high quality women, he could remain sexless for a long period of time. That is when quantity has a role to play.
Men who practice self-development can learn a lot from going for quality and quantity, each time building and growing his SMV and confidence, therefore getting higher quality and so forth the cycle goes.
In order to be ready for the big leagues, one has to dominate the minor leagues.
After a man's got a high SMV and enough legendary stories, then it's likely that 6s simply won't be worth his time. When a man's time becomes worth hundreds or thousands of dollars per hour, then it's likely he will start to reject 6s, even for ONS and delivered to his place... and he'll reject even 7s or 8s with bad attitudes, because they become a liability to his time and energy.
And I understand the sentiment of what you're asking, and I agree it's true that if more men shunned low quality girls instead of thirsting for them then it would help society a lot. But also remember, not to be too overly self-righteous with criticising another man's choice in women. Because for example, you may classify a girl that you're with as high quality, but another man may classify her as low quality.
