Most women in Canada are online game only, if I am not mistaken. You want to be in a major metropolitan and Montreal is probably the most ideal one. Don't believe the infamy of Toronto because Toronto I am guessing probably has easy ethnic chicks (it's just most of the PUA community is obsessed about railing blonde women. And white chicks in Toronto are infamously prudish).
If you're less focused about chicks and willing to experiment with day game then I could recommend Victoria BC. Victoria BC often has more women than men because most of the local men there are strong tradies who relocate to areas with better trade jobs.
