Saw it several times in Zaporozhye. These women were under 50 kilograms and had good complexions / features so if they're not a 7 then your scale is broken.
I saw it plenty of times in Zaporozhye in September. Now September is a bit off-season so perhaps one doesn't see it as much in June or July where there's likely more foreign guys dicking around.
