Yes you do, the bare minimum for it to not be considered rude is enough to pay for your catered food/drinks, or give a gift of that value.
If you cant, dont go.
I think it's a culture thing. From the part of the world where i come, it'd be crazy to ask guests for money. I can't even imagine it happening. The ones who contribute to the wedding are the guy, the bride and the very close families (parents/siblings).
You dont ask, it's just expected that you give a gift if you attend. If you cant, dont go.
