It is pretty hard to put a number to something like "fun factor" or safety though. e.g. its all relative to someone's experience. Yeah, I think we should compare African countries with each other or at least not with the best in class for each category. For example, security wise Japan is a clear 5 and everything compared with Japan would be a 0. Even other developed countries.
I don't know, just post what you feel is right. Forum members here have different backgrounds and experiences. With a large enough number of contributions we will finally get to the real value (averages).
