I think most girls in SEA fall into the 5 to 6 range so not sure why the op is complaining. It's not like it was ever full of 8s and 9s.
South America is probably better but only specific countries like Brazil, Colombia and Venezuela. I've met some of the bitchiest girls from Argentina or Chile.
Anyway, when travelling is your passion getting laid is just a bonus. If you're travelling specifically for women, you're going to put a lot of pressure yourself and end up miserable.
