Iran is likely financing some shady things indeed including terror - I think that this is believable. But my guess is that most Iranian people are already fed up with the Islamic Republic.

But sometimes I think it is necessary to make a lie in order to act as a catalyst for change. Its like how Hitler manages to brainwash everybody that Jews and "everyone out there is evil". And as they say when enough people tells the lie, it becomes the truth.
