It doesn't matter. The ATM withdrawal is a bank transaction, not very different from withdrawal made in the bank. I guess it all goes through a single processing center like it does in Russia, so no matter which ATM you use they have this information anyway. By law a Ukrainian citizen is not allowed to have an account in a foreign bank without the government permission unless he lives abroad, so those transactions are monitored quite carefully.
There is also a lot of issues with your strategy: most ATMs have low withdrawal limits (I'm not sure you can withdraw more than the equivalent of $100 in Ukrainian currency daily), and if your card is nominated in USD, the conversion rate is quite shitty. You may not be able to withdraw USD in the ATM. And if your card is blocked or lost, good luck getting a new one.
