Women cut their own necks as they routinely are bad with salary negotiations and low all themselves. I've learned from older men to always shoot high, blast up that number and you either get it, get close, or get a compromise. Women never do this instead they look to bot rock the boat and literally, literally, simply are happy with the amount of Money that can maintain their lifestyle of consumption and travel. Also, women push for more benefits and perks and many times want more days off and such. Feminists say this is due to kids but regular girls with no kids do it all the time. Women are sharp as a blade at finding jobs with good benefits which is why union Govt jobs is packed fill of females.
The employer has no obligation to pay you what "you're worth" you have to make this known with the value you bring you your job and you must be vocal about it. Women are timid and shy and it is more biology versus some gift social construct thing. The irony is that when women rub their own business they routinely are cheap and pay very shity wages.

If this is like Canada then likely top level workers in a Govt setting are not part of the Union environment perse and each have contracts made on a case by case basis.
