If you are set on Romania then I suggest you go to Timisoara. It's a university town full of randy students.
I went there the weekend before last, there is club called "heaven", full of gorgeous girls, there was 7 of us, we got a table plus three bottles of vodka, with red bulls, juice etc, came to 30euro each, not bad at all. They also had a pool, so on the Sunday we chilled there all afternoon, half the girls were topless.
Women were hot at worst at this place, my friend tells me "winter heaven" is at least 5 times better, and says it's easily the best club he has been to anywhere, and this guy has been around a bit
