For the record, the only dogs allowed on planes are true bonafide service dogs. IE the ones trained to ignore humans and the like. By law, the only folks able to ask you about your dog's service credentials are airlines.
When you book the flight, you provide the true doctor's notes.
The fakers who go and get the fake paperwork will get exposed if they try this. So whether or not the dog was for true service for a blind person or epileptic is to be seen. Regardless, all the dogs on planes have to be trained to not do anything.
