for for-profit entities, whoever paid them takes a deduction on the payor's taxes and has to either report the wage on a W-2 or 1099. So the state would get those unless the payor evades the reporting requirement.
even if Soros bussed folks in from say Minneapolis, they could still owe the tax. this happens to pro athletes all the time.
