It's not redundant or a "knee jerk" reaction, it was a carefully calculated power play to try and bring rogue organizations like the FBI into line. How many times has the FBI tried to play kingmaker? Besides our current disgraces, it turns out the original Deep Throat informant from Watergate was an active FBI agent, giving info to support his own goals. The true answer to the question is "Every chance they get.". And the CIA is at least as bad. As Chuck Schumer famously noted "If you go against the Intelligence agencies, they've got 7 ways from Sunday to get back at you.". That's not a slogan a democracy should be proud of. George Bush Sr had been a CIA Director himself, and knew his son needed some kind of tool to bring them to heel, and that was the birth of the DHS.
