Can you? Tell the difference from a distance? How often are you wrong? Where do you see the difference?
Depends. If the guy is a generic African? Yes. The trick is that they try too hard to look like they're American or European and come off as a caricature of those groups. An african gent usually is not so caught up in trying to appear otherwise.
Of course, I know that but I'm not sure if a random white or asian would have my level of insight.
