From my experience, unless the plane is super crowded - just move seats
Ideally, have some rapport going before you do that
Here are 2 situations I can recall
1) I think some girl was checking me out at security. I saw her later on the plane, talked, etc; made out and nothing more
2) I think some girl checked me out as she was walking to use the bathroom - went to sit next to her and talk to her - got her number but she was a shy girl (I was being kinda touchy)
But even if there's nothing setup, go talk to one I'd say.
