As in my example with Norwegian oil, there is no rule saying that the government can't run a profitable enterprise and issue a dividend to its citizens from that profit.
Even the US has a few examples of profitable government run enterprises, like the patent office and the post office. At least the post office would be profitable if Congress didn't strip its money for other spending and then demand that it fund pensions for decades in advance.
