That depends on which society you live in and what the words "function" and "normally" mean to you.
In most societies, celibacy (interrupted only by marriage, maybe one or two girlfriends before or during marriage, and/or prostitutes) is the rule and not the exception for all but the most high-value men and sometimes cult leaders. So, in most societies, I would say that you can function normally as a celibate man because that is statistically what most men do.
So the next question to ask is: "is it possible for you to function abnormally by not being celibate for as long or as often as most men or to utilize the same solution that they have historically by getting married (not advisable in several countries such as the US)?"
