And there's also a 5 day long street party in Bayonne in late July if someone is interested. Google "fêtes de Bayonne". There are similar parties all over southern France but some of them are just drinking sessions of no interest.
As far as other regions are concerned in early september there's a huge street market in Lille. It's one of the biggest gathering in Europe. There's also a great celtic festival in Lorient, Brittany in August. I was mentioning Aix-en-Provence earlier but I forgot to add that there's a famous arts festival in Avignon (about 100kms north of Marseille) in July. There're a lot of street performances.
Those events drain masses of visitors.
