I don't know if going to a place that has lots of money AND a high cost of living is a good idea because getting a job depends on someone hiring you. The thing about bills is that you can't suspend them until you get a job. The bills keep coming in, with or without a job and the most expensive a place is, the quicker they will put you in the red.
The best idea would be to go somewhere that has LOTS of money but a cheaper standard of living.

Ideally, from an emotional standpoint, one can go to a place where they also like the climate of the people. Money isn't everything. There is money in Alaska and Toronto but as you notice, those two locales are quite lacking when it comes to datasheets..
