To have a good time in Quito or Ecuador, in general, you just have to find the gringo groupies. That is, assuming you are a decent looking white dude, between 20 and 30. There aren't as many as in Peru or even Colombia; but they are there.
My suggestions:
1. Get a 1 month paid membership on Latin American Cupid.
2. Get on Badoo, for 1 hour each day.
3. Try setting up some coffee or drink dates on Couchsurfing or Interpals. There are many young cute girls, who know some English and want to practice, specially with a gringo.
4. Go clubbing in "la Mariscal" area in Quito.
5. Go to the campus of Universidad Catolica or San Francisco and day game. There you will find many hot young girls, who are middle to upper class and speak decent English.
6. Go to the many shopping centers and "play" the lost gringo.
7. Find out which bars play mostly music in English, or have live bands playing music in English,
The gringo groupies are there, but they are shyer, less direct and overtly sexual.
In the end, though, there is no excuse for a young white gringo not to get laid regularly in Ecuador.
