If any people here have worked with criminals or people in prison they would know that most of them are not contributing members to society and have no desire to. Most of them are drain inside and outside of prison.

I know parts of the criminals justice system are fucked up but most of these guys are right where they belong. In addition to that sentencing is extremely soft now and charges you would expect 3-5 years gets 6 months, a program and probation.
Changes within the past year or two within the Federal prison system has been releasing prisoners in bus loads so the process has already been started just not reported heavily. Due to this many are being released that need to do some more time.
