I suspect Boenher's resignation virtually guarantees a government shutdown if for no other reason than to stop Obama now before he can do anymore serious damage with unfettered Executive Orders and Executive branch shenanigans in favor of crimalien immigration and sanctuary cities, arming ISIS, accepting ISIS warrior refugees for resettlement in White European Christian neighborhoods to make the USA a minotity majority country as soon as possible etc., etc.
