They are more akin to black Muslim converts in the US - not problematic at all. We have even some guys in the 'sphere who are like that.

Comparing Russia & China with Sweden or Germany is utterly moronic. In China as well as in Russia you can be openly Muslim as long as you adhere to the laws of the country while respecting the dominating culture. They can have all the mosques they want - doesn't matter really.

Not from Middle East, Chinese there says from SE Asia. Also it does not mentions who, there is no mention of uyghurs. The Chinese and the translation under it don't match up.
