I like to believe in the possibility of redemption for anyone, but the unfortunate truth is that many violent criminals and predators are simply personality-disordered sociopaths. Personality disorders are notoriously difficult to treat in the best of circumstances, and the prison environment isn't by any reasonable definition the best of circumstances.
And if you want to crank out sociopaths who are broken from the factory, poverty-stricken single mom "families" are a great way to start.
