The only realistic measure that returns Europe to order is to wind back its national constitutions to those of the pre-democracy era. I think the pre-1911 British constitution was the best (male land holders - hereditary nobles - hereditary king), and it was considered by some groups following the French Revolution, and actually copied by the Japanese during the Meiji Restoration. The pure democracy experiment has been an abject failure. Implementing that restoration is another matter entirely...

But I wouldn't dream of such measures being possible or implemented. Though Japan has accepted a minimal numbers of refugees, indeed.
